Add GetAvailableCommands functionality to EditorControlHandler and Python tool
- Implemented GetAvailableCommands method in EditorControlHandler.cs to retrieve available editor commands. - Added corresponding get_available_commands tool in editor_tools.py to interface with the new command. - Improved code formatting and readability throughout both files.main
