Publish to Docker Hub (#468)

* Add GitHub Actions workflow for Docker Hub publishing

* Remove TestPyPI publishing from PyPI workflow

Removes the publish-to-testpypi job from the GitHub Actions workflow to streamline the publishing process and only publish to production PyPI.
